Milton Launches Public Engagement on New Official Plan Shaping Growth to 2051

Public engagement is now underway on the first complete draft of the Town of Milton’s new Official Plan, a key document that will shape how the community grows and develops through 2051.
Council’s direction to move forward with engagement and finalize the plan—outlined in a December 8 staff report—represents a major milestone in the Town’s multi-year We Make Milton project.
The draft Official Plan is the result of extensive community consultation and includes new and updated policies informed by studies on land use, transportation, housing, retail, parks, and infrastructure. It also incorporates policies previously included in the Halton Region Official Plan.
Milton residents, business owners, and community stakeholders are encouraged to review the draft and provide feedback. The plan introduces new objectives, updated mapping, policy directions, and strategic approaches to managing growth and change across the town.
Key Highlights
Building complete communities
The plan refines land-use categories, establishes performance criteria, and identifies appropriate locations to support a diverse mix of residential, commercial, and community uses.
Evaluating urban boundary expansion
A new framework is introduced to assess private requests to expand Milton’s urban boundary outside of the Greenbelt and Niagara Escarpment Plan areas. Any proposal must demonstrate clear need, avoid financial impacts on the Town or Region, and align with policies protecting farmland and the environment.
Introducing secondary planning processes
New policies guide area-specific planning, allowing for phased growth in emerging communities. These plans may be led by developers in collaboration with Town staff.
Encouraging affordable housing

Protecting commercial space
Flexible policies are added to limit the loss of commercial lands while supporting mixed-use retail areas and the revitalization of aging commercial sites with complementary uses.
Planning for multi-modal transportation
The Official Plan promotes development patterns that support transit and active transportation, requiring transit-supportive infrastructure in community planning and aligning with the Town’s transportation and transit master plans.

Next steps
