East Milton Expansion: Major Subdivision Proposal Could Add 1,200+ Homes and a New School


A major new community could soon take shape in Milton’s east end, bringing more than 1,200 homes, new commercial spaces, and an elementary school to the growing area.

The proposed 192-acre subdivision was presented to Milton council on Monday night. The development is planned for lands located east of Trafalgar Road and north of Britannia Road, within the Trafalgar Secondary Plan area.

Mattamy White Squadron has submitted both a draft plan of subdivision and a zoning bylaw amendment to move the project forward.

Emily Park, a planner representing the applicant, outlined a diverse housing mix that includes single-detached homes, townhouses, mid-rise apartments, and mixed-use buildings with commercial space at street level. The proposal also features an elementary school, a public park, and two village squares designed as community gathering spaces.

The first phase would see 552 homes built — including 397 single-detached houses and 155 street townhouses — primarily in the northern portion of the site.

“The earlier phases will include the lower density in the northern part of the site, with medium to higher densities coming in later phases,” Park explained.

According to a staff report, future phases would introduce six six-storey modular apartment buildings along Britannia Road, along with additional townhomes, adding another 708 residential units.

Councillor Colin Best asked about construction timelines if the project receives approval. Park indicated that site servicing could begin in spring 2027, with home construction starting later that year.

“The first occupancies would be May 2028,” she said.

During council discussions, Councillor Adil Khalqi pointed to a recent development in his ward that delivered 46 new affordable rental units and suggested similar opportunities could be explored within this project — particularly given the inclusion of modular housing.

“With the modular concept here, it’s nice to see it being included, and I think that could be something explored further,” Khalqi noted.

Councillor Sameera Ali also inquired about plans for retail and service businesses near the park and village squares. Park confirmed that commercial uses are planned around the southern village square.

The proposal remains under review, with town staff expected to return to council at a later date with recommendations.
