Milton Council Approves Plan to Streamline Policies for Historic Omagh Village
Milton Council has approved an Official Plan amendment designed to unify and simplify planning policies for Omagh, a historic village at the crossroads of Fourth Line and Britannia Road.
Senior Planner Megan Lovell recently provided a historical perspective on Omagh, founded in 1818 as a community hub for nearby farmers. It is the last village in the former Trafalgar Township that retains its original character.
The amendment aims to address challenges arising from the village's division across two secondary planning areas: Boyne to the north and Britannia to the south.

Refining Boundaries: Adjusting Omagh's boundaries within the Boyne Secondary Plan.
Policy Consolidation: Removing Omagh-specific policies from both secondary plans and introducing unified policies under the parent Official Plan for a consistent approach.
Comprehensive Framework: Establishing a cohesive policy framework for land use, environmental preservation, and infrastructure planning across the entire village.
The updated framework emphasizes:
Environmental Assessments: Addressing stormwater management, floodplain challenges, and preserving Omagh's historic character.
Infrastructure Planning: Evaluating water, wastewater, and road systems.
Development Guidelines: Clarifying processes for site-specific development applications.
During the December meeting, Councillor John Challinor inquired about potential new obligations for landowners. Lovell assured the council that the amendment consolidates existing requirements rather than introducing additional burdens, streamlining expectations for future applications.
Jill Hogan, Commissioner of Development Services, highlighted the significance of the amendment.
“Omagh has been somewhat isolated from our major growth areas. This plan creates a roadmap to guide future development in a thoughtful and sensible way,” Hogan explained.
